Two ways to challenge your council tax
There are two separate routes, and choosing the right one matters. If you think your property is in the wrong band, that is a valuation issue handled by the Valuation Office Agency (VOA), which sets bands on the property value as at 1 April 1991 in England and 1 April 2003 in Wales. If you think you should not be liable, or a discount or exemption has been applied incorrectly, that is a billing issue you take up with your council.
For a band challenge, contact the VOA with evidence such as the bands of comparable neighbouring properties. A formal proposal is only possible in certain cases, for example if you have been the taxpayer for less than six months. If the VOA refuses to change the band, you can appeal to the independent Valuation Tribunal, usually within three months of the VOA decision.

For a liability, discount, or exemption dispute, write to your council explaining why the bill is wrong. The council has two months to reply.
